The FHWA Federal Management Information System (FMIS) tab in the Hub allows users to enter information pertinent for FHWA review and subsequent approval of the project.
Navigate to the FMIS Tab
To navigate to this tab, click the FMIS tab on the tab strip within a project.
- Recipient Project Number: This is populated with the State Project Number from the Project Identification tab.
- Project ID: This is populated with the Program ID.
- Project Title: This is populated with the State Project Number from the Project Identification tab.
- FMIS County Information: This is the corresponding FMIS County Information from; populated from the County selected on the Project Identification Tab.

Project Information
- Project Type: This field is required starting at the FHWA I review step. Use this field to select the type of project ranging from Conventional, State-wide Transportation Project, SIB, Emergency Relief, and Demo.
Special FMIS submission validations are in place to ensure that the selected Federal Program for phase funding is compatible with the selected FMIS Project Type for that phase. For example, if the FMIS Project Type is '5: Demo', then the Federal Program must exist in the list of approved Demo codes (3140, 5280, 52A0, 5BE0). If a user attempts to submit a phase to FMIS, but a Federal Program exists in the phase funding details which does not correspond to the selected FMIS Project Type for that phase, the user will receive an error.
- These rules are as follows:
- If Project Type is Emergency Relief, then the project cannot have active detail lines with Demo Program codes.
- If Project Type is STP, then all active detail lines must be STP Program Codes.
- If Project Type is Demo, then at least one active detail line should have a Demo program code.
- If a CR is created on a project with No Demo Programs and the Project Type is changed to Demo , then submitting to FMIS will give an error message. But if we have a CR is added for a Project with a Demo code and the Project type is Demo, then submitting to FMIS is successful.
- Any project containing at least one demo Program Code must have a Project Type of “Demo”.
- These rules are as follows:
- Project Oversight: This field is required at the FHWA I review step. Use this field to select who will be responsible for Project Oversight.
- ICR: Use this field to enter an ICR percentage.
- Disaster Fiscal Year (YYYY): Use this field to add a fiscal year for the disaster
- Eligible for Emergency Relief: Use this field to indicate that this phase is eligible for emergency relief.
- Disaster Sequence #: Use this field to add a Disaster Sequence #. You can add up to 20 characters in this field.
- Emergency Relief Code: Use this field to add an Emergency Relief Code. You can add up to 20 characters in this field.
Special Groupings
- IFP: you can enter up to 60 characters for this field
- Other: you can select one of the values from the dropdown. for example: 0054WVTC: WV Toll Credit Projects
Route
- West Virginia Legal Functional Classification: This is inferred from the Project Identification tab. This is a read only field unless you are an FHWA Manager.
- Federal Aid System: This is a read-only field and is inferred from the Project Identification tab. It is editable if you are an FHWA Manager.
- National Highway System: This is a read-only field and is inferred from the Project Identification tab. It is editable if you are an FHWA Manager.
- National Highway Functional Classification: This is a read only field and is inferred from the Project Identification tab. It is editable if you are an FHWA Manager.
- Rural/Urban: This is a read-only field and is inferred from the Project Identification tab. It is editable if you are an FHWA Manager.
- Congressional District: This is a read only field and is inferred from the Project Identification tab. It is editable if you are an FHWA Manager.
- GIS: The GIS checkbox is inferred based on whether routes exist on the project. If routes exist, this is defaulted to true. If routes do not exist, or if the primary route is on sign system code '0', this is defaulted to false. When adding Federal Funding Detail lines to a phase, their GIS setting will be defaulted based on this selection. This is field is editable.
- No GIS Reason: This is a conditionally required field starting at the FHWA I step . If the GIS checkbox is false, you will have to select a value from the drop down; otherwise this field is disabled.
User-Defined
- Estimated Construction Year (YYYY): You can enter the Estimated Construction Year
- Bid Amount: You can enter the bid amount in dollars - FMIS does not store this value to the penny.
- Final Contract Cost: You can enter the final contract cost in dollars - same as Bid Amount.
Recipient Remarks
- Text field: you can enter comments/ supporting information up to 1000 characters in this field
